You should do research on how HS classification was formed. Please refer to WCO web sites.  As for 2602 and 260200, they are exactly the same because under 2602, there is only one code, which is 260200 http://comtrade.un.org/db/mr/rfCommoditiesList.aspx?px=H2&cc=2602
